Hmm, weird. Would you be so kind to send us the complete log
latex.log. You should find it in /var/lib/texmf/web2c/. Further
please send us texmf.cnf and fmtutil.cnf. The first is in /etc/texmf
and the sencond one in /var/lib/texmf/web2c/ too. Please put them
into a tar ball and gzip it.

How could you make him to start configuring, when no tetex-base is
installed? I'm offline in the moment, but
/usr/share/texmf/tex/generic/hyphen/icehyph.tex should belong to
tetex-base.
