I am deeply honoured.  I have made the changes, and an update will
soon be uploaded to Alioth, after tex-common 0.14 is released.

You're absolutely right.  I have made the changes in the Arphic
packages.  Strange that I forgot to put them in /usr/share/texmf,
because the Wadalab package complies with TDS v1.1.

 * CJK is provided in latex-cjk.

 * arphic is provided in latex-cjk-chinese-arphic-*.

 * "cns" is in my next TODO list: I will repackage all the HBF fonts
   (of which 7 CNS planes) and upload a little more than a dozen
   packages (totalling 38MB).

 * c90enc, garuda and norasi are provided in latex-cjk-thai.

 * uhc is integrated in latex-cjk: it contains font definition files
   of fonts from the HLaTeX package.  latex-cjk-korean depends on it.

 * wadalab is provided in latex-cjk-japanese-wadalab.

 * I haven't heard of yi4latex before; curious.  Yi is a syllabic
   writing system that is used in some parts of southern China.  But
   yi4latex is not part of Werner Lemberg's CJK module.
   The contents of this macro can be found at
   http://www.tug.org/tex-archive/fonts/yi4latex/FILES .

 * bin-cjkutils is provided in latex-cjk.

 * hyphen-pinyin: I do not provide a hyphenation table yet for Pinyin.
  It had a low priority on my TODO list, because this table is only
  useful for toneless Pinyin.  But I'll fix it soon.

So ATM the packages that are *not* included are: "cns", "yi4latex" and
"hyphen-pinyin".
