This shows that the file exists, but is not found - probably due to some
misconfiguration. What's the output of
kpsewhich --expand-var '$WEB2C'
grep WEB2C /etc/texmf/texmf.cnf
grep '^TEXMF =' /etc/texmf/texmf.cnf
