tex-common 0.12 ?

Hi Frank!

Not  much has changed in tex-common, but I would appreciate an upload so
that I can depend on >= 0.12 in the next round of "coming around the
ftpmaster". The new set of packages will use already texmf-texlive, so I
need the changes in tex-common.

What do you say?
