1. Actually that file reads:

#!/bin/sh -e

#DEBHELPER#

. I guess we can simply remove the file. The ldconfig call is
inserted by dh_makeshlibs

2. libkpathsea4-dev.postinst reads:

#!/bin/sh -e

rm -f /usr/doc/tetex-dev

#DEBHELPER#

. I guess, we can fall into the same problem here. Unfortunately the
changelog of tetex-bin doesn't tell us, when tetex-dev disappeared.
We should remove that file too.
