Bug#338619: thailatex: Should not use dpkg-divert

thailatex dpkg-diverts babel.sty. Probably this is not even needed any
more, and the version in tetex-base is now newer or the same.
The Debian teTeX maintainers would appreciate if in future cases like
this you filed a wishlist bug against our package. This way we can
notify you when you can stop diverting.
In a soon planned version of tex-common, there will be an additional
TEXMF hierarchy for such files, so that you need not use the rather
in-transparent method of dpkg-divert. We'll keep you informed.
