I take it this is not a piece of software that magically decompiles a
PDF document into whatever source document was used to create it?

Sorry for the late response. teTeX 3.0 has been uploaded to unstable
recently. That version does contain the source code of the program,
but the program is not installed any more:

Now for further explanation: The idea behind the program was to
include the TeX source code into the pdf file as stream object to be
later able to extract the fully functional file. That can be done
actually using the program pdftk (separate package) and the command
unpack_files. The files can be attached using the package attachfile.

Example:

1. I used an very old version of attachfile for demonstration, the
   syntax may have changed.
2. The package attachfile is actually not contained in teTeX. Feel
   free to file a wishlist bug.
