In the last uploaded package, debconf-updatepo has not been launched (at
least not at the right time):
$ msgfmt --statistics templates.pot=20
0 translated messages, 12 untranslated messages.
$ debconf-updatepo
$ msgfmt --statistics templates.pot=20
0 translated messages, 3 untranslated messages.
I haven't tried to understand your debian/rules, but in a normal (easy)
one, I usually suggest the maintainer to add it to the clean rule.

tested whether progname was correctly set to fmtutil-sys, but
$progname is also used as a command-line option to the TeX engines,

recursively called itself with -progname=jadetex, it failed (closes:
#334613). Many thanks to all who reported this bug and gave input,
special thanks that you used Followup-for and didn't open duplicates!
