No, unfortunately not.  We are generally not able to do the work of
incorporating newer version of specific upstream parts of teTeX - there
is simply too much to be done there.  Instead, we stick to the upstream
versions of teTeX (and the big amount of work for a new teTeX upstream
version, for integrating all parts etc., is one of the reasons why teTeX
has such a slow release cycle.

If you want a newer pdftex as a Debian package, wait until tex-live 2005
is released and available in Debian - Norbert Preining is preparing
this.
