The cweb.el sits in the teTeX sources in texk/web2c/cwebdir. Also
there in is a file README, I'm attaching. The most important part is:

% Permission is granted to make and distribute verbatim copies of
% this document provided that the copyright notice and this
% permission notice are preserved on all copies.

% Permission is granted to copy and distribute modified versions of
% this document under the conditions for verbatim copying, provided
% that the entire resulting derived work is given a different name
% and distributed under the terms of a permission notice identical to
% this one.

% Please send comments, suggestions, etc. to
% levy <at> math.berkeley.edu .

% This directory contains the following files:

cweb.el

So, either we distribute that file as cwebm.el (or any other name) and
have a mark in the header, that this is an replacement for cweb.el or
we try to contact Silvio Levy.

Max, is that acceptable for you? Any other suggestions?
