teTeX-3.0 which is currently in experimental has the 2004 version.  We
plan to upload it to unstable as soon as library transitions are allowed
again, and I'm back from VAC after September 25.

There are also experimental packages of tex-live for Debian, see 

http://www.tug.org/texlive/debian.html

currently you can't install parts of it over the teTeX packages, though
- you have to completely replace everything.
