Yes, it is.

That's dangerous - some packages that do *not* depend on tetex-base also
put files into /usr/share/texmf;  for sure it's texinfo, but there might
be others.  After purging tetex-base, you can test which files are
registered to dpkg by running

dpkg -S usr/share/texmf

and you can safely remove all files and directories that exist, but are
not in this list.
