Two files are attached: a simple test file test.tex which prints
\textsterling and \pounds in Helvetica, and it's log file when
processed with LaTeX. Both command sequences should produce the
symbol for British pounds sterling: =A3. Instead, they produce an
italic dollar sign. This is true using LaTeX and Xdvi and PDFLaTeX
and gv with ghostscript 7.04.

In this case (AFAIKT) it has nothing to do with 2.0.2 vs. 3.0, just with
T1 vs. OT1. If it is already clearly in the docs for helvet.sty (texdoc
psnfss2e), I think we can close it.
...later:
,---- texdoc psnfss2e
| 3.1 Output font encoding
| None of the packages listed in table 1 changes the output font
| encoding from its default setting OT1. It is, however, highly
| recommended to use the fonts with the extended T1 and TS1 (text
| symbols) encodings by means of the commands:
| \usepackage[T1]{fontenc}
| \usepackage{textcomp}
| When using PostScript fonts that come from `outside the TEX world',
| there is no reason at all to stay with the obsolete OT1 encoding,
| which would not provide access to all available glyphs.=20
`----
The only thing that would be needed was a way to map "texdoc helvet" to
psnfss2e.pdf, but I guess that's a different issue. At least the
existing mappings in /usr/share/texmf/aliases don't work (and didn't
work in 2.0.2).
So I'm closing this, and I'm opening a new one on the aliases stuff.
