I'm not even sure how this could happen. The history went as follows:
- No TEXMFSYSVAR, /usr/share/texmf/web2c is a symlink to
/var/lib/texmf/web2c (so there were no real files in $TEXMFMAIN/web2c)
- We introduced TEXMSYSVAR (VARTEXMF at the time) and provided a proper
symlink-to-dir transition for $TEXMFMAIN/web2c, and we had code in the
postinst that forced the introduction of VARTEXMF/TEXMFSYSVAR in
texmf.cnf.
Somehow installations managed to work with tetex-2.0.2 without VARTEXMF,
probably because of the error in the force-VARTEXMF code reported by
Jörg (thanks Jörg for looking so thoroughly at your output!) as #323826.

What about putting this into tex-common? You'll have the same problem,
