anyhow, the more generic approach is then:
TEXFONTMAPS =
.;$TEXMF/fonts/map/{$progname,pdftex,dvips,}//;$TEXMF/{$progname,pdftex,dvips}/{
+config,}//
ENCFONTS =
.;$TEXMF/fonts/enc/{$progname,pdftex,dvips,}//;$TEXMF/{$progname,pdftex,dvips}/{
+config,}//
or cleaner:
TEXFONTMAPS = .;$TEXMF/{fonts/map,}/{$progname,pdftex,dvips,}//
ENCFONTS = .;$TEXMF/{fonts/enc,}/{$progname,pdftex,dvips,}//
i.e. there is no reason to limit this to dvips

What do you think about adjusting the entries in tex-common for this? It
is a superset of the ones currently in tex-common.
