I can't make any sensible comments, knowing nothing about Debian.  I
don't understand any of the references you're making.
(FONTMAP_MEMORY_DIR? 00tetex.cnf rename? MD5SUMS?)  Sorry.

What would be the impact (if any) on TeX Live?
