The documentation sources are in the tetex-src package. The upstream
tarball for tetex-base contains only compiled documentation, because
there is no general way to produce the pdf or dvi files from the tex or
dtx files. It has to be decided whether they are to produced with or
without the implementation documentation, it has to be decided whether a
makindex run is necessary (or two, for changes, or a glossary), or
bibtex, or...

With the present state of CTAN with respect to documentation, I think
Thomas Essers (upstream's) decision to provide manually compiled pdf/dvi
files is right.
