The remark in the file you mentioned used to be in one of the files
contributed to the babel package as well. Quite some time ago it has been
removed from there. All files distributed as part of the babel distribution
(under CTAN:/macros/latex/required/babel) follow the LPPL.
Files distributed by other means, in other parts of CTAN are out of my control
or responsibility.
Now, in this case, I think Apostolos might probably be willing to remove this
file IMPORTANT based on the same arguments for removing the remark from the
Babel distribution. But it has to be *his* decision.
With regards to iso-8859-7.def, I think it should perhaps be merged into
inputenc.dtx as latin7.def, once it's become stable. I do remember seeing
Frank having a conversation about it at one time.
