That bug is in reality sitting in tetex-base. I leave it here hoping
we won't get the 5th bug report about the problem.
Short solution for you: Comment the line "For use with ngerman.sty
(neue Rechtschreibung):" (put a % in front of it) and call "dpkg
--configure tetex-bin" to set up tetex-bin.
