I agree with Frank that including this literal PS code special in the
manual is misleading at best.  There are better ways to handle rotation
these days, as Frank also says.

dvips.tex has not been included in TeX Live for some time.  All the
documentation is in the Texinfo manual.

I've now deleted dvipsmac.tex (macros for dvips.tex) from the TeX Live
sources, since it serves no purpose.  Thomas, would you like to do the
same for teTeX, if you haven't already?
