- [config,postinst,rules,control,templates]: add new hyphenation
patterns, remove ukhyphen, postinst comments ukhyphen.tex in
existing language.dat, conflict with tetex-base without the new
patterns.
- [patch-tmp,rules,control,changelog]: patch kpathsea.texi, use
texinfo to generate new info file, build-depend on texinfo,
changelog entry for this (#253958).
- [rules,control,postinst]: Bump Standards-Version, set CFLAGS, fix
$$-typo in rules, remove superfluous "--all" in postinst
