It might be a good idea anyway. With the current setup¹ the formats that
were first created by tetex-extra's call "fmtutil --missing" will only
be recreated by tetex-bin's or tetex-base's call "fmtutil --all". This
means that if we fix a bug in tetex-extra that caused a wrong format
file to be built, the new, correct formats will not be generated on an
installed system.
And I fear we might forget about that once such a bug occurs.
