I don't think so. The most likely explanation is that this is a
language.dat from the times of tetex-1.0.x, which contained cahyph.tex,
and a line for it in language.dat. I am not sure about the status of
that file in 1.0.x and the first 2.0 packages, but it might well be that
you chose to keep it (in the dpkg conffile dialog).

cahyph.tex was removed from tetex-2.0 because it didn't have a free
license. Now the license is cleared, and it will be in the to-come
tetex-3.0. You can also download it from CTAN, e.g.
