Ah, I forgot:

ls -l /usr/share/texmf/tex/generic/config/language.dat

But the cause of the bug is probably the following line from the
language.dat file you sent:

french		frhyph.tex frhyphex.tex

This refers to a file frhyphex.tex, which is not found on your
system. It is also not part of tetex.

This language.dat file is not the one installed with our tetex on woody
or sid, you must have put some other copy there. This is perfectly
valid, but then you have to make sure that it works, and that all files
mentioned there are also available. There may be other errors in it,
which do not show up because the respective lines are commented - I did
not check this.

A copy of the language.dat that we ship is in in
/usr/share/tetex-base/language.dflt.
