Yes, we do create about 13MB in /tmp, which is IMHO not that much. So
it is possible, that your 13MB can get filled during fmtutil --all.
If you don't have the space to create alle formats at one time you
should comment out some in /etc/texmf/fmt.d/00tetex.cnf, run
update-fmtutil and then try to recover. If that succeeded, you may
comment the missing in, run update-fmtutil and then fmtutil --missing.
To Adrian: Is it a policy violation if we create to much stuff in
/tmp, i.e. is there an upper limit, we should obey?
