When is that symlink created?
For some reason it's a binary on my system:
$ ls -l /usr/bin/xdvi*

Last year I tried to get prelink working and it was a
fiasco, causing lots of problems with symlinks and hardlinks
to binaries. It is possible this is left over from that.
But I've upgraded tetex several times since then...
