It's replaces, because it replaces single files from that package (or
rather these versions of the package. I didn't try with Conflicts, but I
think if Replaces is sufficient, we should use this. It leaves dpkg more
options for the order of unpacking.

Yes, apt will do it. It will remove tetex-base first ("Dependency
problems: tetex-bin,tetex-extra depend on tetex-base, but removing
anyway as you requested) and will then upgrade tetex-bin, after that
install tetex-base and upgrade libkpathsea3.
