You're welcome to join the team and create a separate xdvi source
package, from xdvi upstream sources. Then I'll upload it.

In other words: Yes, we have in mind to split the teTeX packages into a
-X and -non-X variant, although different upstream sources weren't the
motivation for that. But we will for sure not do this before sarge is
released. We simply have more important things to do.
