This would in fact be a nice thing, however we usually just package
what's in teTeX. Therefore the usual procedure would be that you upload
your script to CTAN, possibly announce it elsewhere (mailing
list/newsgroups), and when you have the impression that people like it,
you ask Thomas Esser to include it in teTeX.

Note that there is yet a "latexmk" perl script, but I don't use it
frequently.

No, there are more, like marginpar being moved, warnings because stuff
was moved from odd to even sides or back etc. AFAIR latexmk also looks
wether bibtex or makeindex needs to be run.
