This is on initial install of tetex-bin -- no previous version was installed.
This debconf note should definately not be displayed if you aren't upgrading
from a version that had the old behaviour.  This is beside the point of
whether or not it should exist at all, but I think bug #189370 already covers
that.

this bug has been fixed by the upload of tetex-bin_2.0.2-11 (third
changelog entry).
