Could you send us the file /usr/share/texmf/web2c/pdflatex.log, after
the program produced a segfault?

Strange - if you don't "apt-get update" in between (or with dselect or
whatever), this will reinstall the same version. Do I understand right,
that the order of commands was:
apt-get update
apt-get upgrade
... segfault for the first time
apt-get install tetex-bin
... no segfault
apt-get install --reinstall tetex-bin
... segfault again?
Can you reproduce the last two steps?
What happens if you call the command manually, namely
pdftex -ini -jobname=pdflatex -progname=pdflatex pdflatex.ini
after it just segfaulted, and after a working install?
What is the output of
which pdflatex
kpsewhich --progname pdflatex pdflatex.ini
