dvips+libpaper: Nobody in the tetex maintainer's team can do that

All three bugs request that dvips should respect the settings in
/etc/papersize, by using libpaper. While this would be a good thing,
nobody among the maintainers' team for the teTeX packages currently has
the time needed to write a patch (that would still allow different
papersizes when specified by TeX's special primitive etc.). Furthermore,
it is really easy to write (La)TeX documents that have information on
their intended papersize in them.

Therefore I tag these bugs wontfix. However, if anybody is willing to
contribute a tested patch, you're wellcome.
