It really shouldn't. The most likely explanation is that during of after
the upgrade, there was a package that conflicted with tetex-bin, or
tetex-bin conflicted with it. Either you, or the automatics in
apt-get/aptitude "resolved" this problem by removing tetex-bin.
If this is right, the bug behind this mess is that the dependencies of
one of the involved packages are not declared correctly. If they were
correct, they would ensure that the right package, or right combination
of packages get selected. We should really find out what the conflicting
packages are - this bug is at least important, probably release
critical.
This is the list of files that tetex-bin in sarge conflicts with:
Conflicts: texbin, xdvik, mflib, kpathsea, makeindex, ps2pk, latex,
dvipdfm, cweb, texdoctk, nextawg (<= 0.5.1-34), nextaw (<< 0.8-2), alml

passivetex (<< 1.21-5), ptex-bin (<< 3.0.5+0.04-2), xmltex (<< 1.9-4),
tetex-base (<= 2.0.2b-2), jadetex (<< 3.13-2)
Do you have any of these packages installed, or do you remember that you
had them installed before the upgrade? The first line in the list are
very old packages that only existed in potato or earlier.
The list of other packages declaring a conflicts with tetex-* is rather
short:

The internal (version dependent) conflicts between different tetex and
libkpathsea packages are not a problem, as well as texinfo - this has
been tested multiple times. Do you have jadetex or latex2html installed,
and were they installed before the upgrade? You don't have a log of the
upgrade, do you?
