(I think on a system with only Debian's teTeX, just texdoc manual also
works).
This is not really a bug. hyperrefs documentation naming is very
inconvenient, yes. But it's not hard to find it, and I think it doesn't
make sense to have a bug on this open. The hyperref maintainer knows
about it, but doesn't have time for the big doku rewrite.
