For some LaTeX packages in tetex-extra, the corresponding
conffiles are in tetex-base, e.g.

$ dlocate SIunits.sty
tetex-extra: /usr/share/texmf/tex/latex/SIunits/SIunits.sty
$ dlocate SIunits.cfg
tetex-base: /etc/texmf/latex/SIunits.cfg
$

The reason is that we filter all config files into tetex-base, in
debian/rules: 

# Create a list of base files.
	grep -E "/tex/latex/(base|config|tools|graphics|mfnfss)|/fonts/.*/(public/latex|mflogo)" files.all-doc-extra > files.base

This problem exists also in woody. I am not sure how to solve it. If
we simply move the files to tetex-extra, will dpkg ask the user about
the change? Or would this only occur if a file has been moved or
renamed?
