Bonjour Jerome,
I was just about sending your bug report to the upstream
author. However, I realised that he is aware of the problem and does not
intend to fix it; in /usr/share/doc/texmf/latex/minitoc/minitoc.bug.gz
he writes:

| chapters in the standard way, like `book' and `report'.
| Do not ask me to make minitocs for sections in articles.
| There are ``parttocs'' if the document style defines

So let's say this is a feature, not a bug, and close the report.
Anyway, thanks for reporting. We rather have a couple of "false alarm"
bug reports, than miss some real bugs in the packages. Just be so kind
and use severity "normal" for such things next time.
