Thanks for your suggestions. I followed your instructions. So I now
have a new /etc/texmf, /usr/share/texmf and /var/lib/texmf.
When I did
apt-get install texinfo teetex-base tetex-bin
tetex-extra tetex-extra
there was no problem. To test it
I typed latex file.tex
and I got: Kpathsea: running mktexfmt latex.efmt
fmtutil: config file not found.
When I try to run texconfig, it also comes up with
fmtutil.cnf cannot be found.
When I tried dvipdfm on a dvi file it seems to go to completion
but gives the message that font.map cannot be found.
I can fool around linking some files, but I thought I'd ask you
what to do next. All the .fmt files have been created it
/var/lib/texmf/web2c. The ls-R in /usr/share/texmf/ is linked to the
ls-RlTEXMFMAIN in /var/lib/texmf.

The best thing is to use reportbug. This will send mail to the Debian
teTeX maintainers' list, and include some valuable information.

No, fmtutil.cnf should be found in /var/lib/texmf, which is $VARTEXMF in
texmf.cnf.

After this unsuccesful attempt, I suggest that you do the following:
apt-get --purge remove tetex-base tetex-bin texinfo
If apt says about any of these they are not installed, please try again
with
dpkg --purge $packagename
because if a package is removed, but not purged, apt will refuse to
purge it. After this, use
dpkg -S usr/share/texmf
(note that there is no / at the start!) to find out whether any other
package has registered files in that directory, and note those
packages. Remove the directories /usr/share/texmf, /var/lib/texmf with
their contents.
Then use apt-get to install, in this order, texinfo, tetex-base,
tetex-bin (and finally tetex-extra and tetex-doc if you want them), and
then do
apt-get --reinstall install package
for every package you found out above to own files below
/usr/share/texmf.
And if some error message occurs during the installation, use reportbug
to inform us.
