You should have read it - this is something completely different. The
original bugreport was about a missing dvipdfm/config file.

This looks like a path is missing somewhere. I never debugged C programs
- does the 79 point to anything useful?

No, the contents of the libkpathsea3 package have not changed for ages
(except for the changelog, which is shared with the tetex-bin
package). And it does not have any configuration files.

It seems to me as if the binary files from libkpathsea3 were damaged on
your system, and fixed by reinstalling.
