We know, that the upstream teTeX is already quiet old. And there is
not only your bug in babel, but a few others too, which are fixed in
upstream (babel) but not in Debian.
Unfortunately there is no new upstream release (teTeX) since 03/2003.
The beta version, already released, bring in a binary incompatibility
in libkpathsea. So even if it will be released tomorrow we won't
upload it into unstable.
Yes, we could replace that package, but normally we do that only in
the case of licensing problems etc.
If you can't live with that bug, please create a local texmf-tree and
install the new babel version there. In texmf.cnf the location of it
should be predefined as /usr/local/share/texmf .
