Bug 130309 - libwww configure script won't regenerate ...

Three notes:

- libwww itself is no longer used by teTeX.
- cross-compilation support has been somewhat improved in web2c 7.5.3,
  though certain programs (like tangle, tie) have to be installed on
  the build host.
- web2c uses a hacked version of autoconf 2.13.  To regenerate, you
  have to to do something like the following in order to get the right
  set of macros:
    autoconf -m .../texk/etc/autoconf
