algorithm.sty was removed because it had no license at all - therefore
we were not able to remove it. It seems this has changed now, and I will
notify teTeX's upstream maintainer of this. For sarge, however, we will
not be able to solve the problem in our packages.
A search in the CTAN Catalogue (http://www.ctan.org/find.html) for
algorithm gives a couple of hits. You can take the one you like best and
install it in /usr/local/share/texmf/tex/latex/.
