Hello,
       When I run latex on a file, it will not even run because required
config files are not found.  Example:

$ latex joint_estimation_paper.tex
This is e-TeX, Version 3.14159-2.1 (Web2C 7.4.5)
kpathsea: Running mktexfmt latex.efmt
fmtutil: config file `fmtutil.cnf' not found.
I can't find the format file `latex.efmt'!

If I fun 'mktexfmt latex.efmt' manually, it gives the error:
$ mktexfmt latex.efmt
fmtutil: config file `fmtutil.cnf' not found.

If I run mktexfmt with 'bash -x' (since it is a shell script) it seems
that the issues stems from the fact that the following command returns
no result:

$ kpsewhich '--format=web2c files' fmtutil.cnf
$

However, fmtutil.conf does exist, at this location:
/var/lib/texmf/web2c/fmtutil.cnf

So, perhaps kpsewhich is messed up, or the mktexfmt script has not
noticed that files have moves to /var/lib/texmf ?

P.S I have marked this bug as grave, because it makes latex unusable on
my system.  If this is in fact NOT a problem for everybody, then please
forgive my exxageration.

P.P.S. Also, not that the version in testing (which was, I think.
tetex-bin v2.0.2-15) worked OK.  Also, tetex-base and tetex-extra were,
I think, revision -9 in testing.
