This is #263343, fixed in tetex-base 2.0.2a-3. For now please fix
that manually by commenting the line "For use with ngerman.sty (neue
Rechtschreibung)" (put a % at the beginning) in
/etc/texmf/language.dat. That file is a copy of
/usr/share/tetex-base/language.dflt, which is done in postin of
tetex-bin and will never been overwritten if it exists
once.
Hi all: Perhaps we should check in postin of tetex-bin, whether there
is a broken language.dat and fix it using sed. Else we get that bug
report over and over again.
