Dear Alastair, before marking other people's bugs as release critical,
it would be nice if you checked what the real cause is. The good thing,
however, is that there is no such tag, and you probably meant to change
the severity. Which is no longer necessary, it's clear that it's all
scalable-cyrfonts' fault: The FTBFS of scalable-cyrfonts does have a
relation to the changes in tetex-bin introduced in 2.0.2-17, but the
possible bug # 263715 in tetex-bin has nothing to do with
scalable-cyrfonts failure to build.
Dear maintainer of scalable-cyrfonts, if you fiddle around with TeX
configuration, you should be aware of the consequences, and also
carefully read tetex's changelogs.
In scalable-cyrfonts, there is a static texmf.cnf in the fontinst
directory, and fontinst/Makefile arranges for TeX to use this file
instead of the generated /etc/texmf/texmf.cnf. You should really cater
for the possibility of important changes in that file.
One possibility, fixing this bug, would be to apply the following
patch. It is in fact quite short, what makes it long is only the
deletion of the file fontinst/texmf.cnf. An other possibility, untested,
would be use of a main_memory.hugelatex variable.
