Hm, what a pity. The reason why ucf does not update the file is clear,
but how this could come is not. 

The situation is as follows: ucf registers the md5sum of the file it
last installed, that's the "old md5sum". Since this md5sum is the same
as the md5sum of the new file, ucf assumes that you had previously
installed the new file, and then changed the destination file manually,
giving it a different md5sum.

The question is: How can ucf have the new md5sum registered, but the old
one still installed? I simply don't know, and currently I have no idea.

It would be nice if you could send us the contents of all hashfiles,
including backups, in /var/lib/ucf/. After this, to cure your system,
call

ucf --purge /etc/texmf/texmf.cnf
update-texmf

and "dpkg --configure -a" will do its work.
