Sorry, I didn't read your debconf settings carefully enough. You
decided not to generate your fmtutil.cnf, but rather edit it by hand.
Related debconf question (the first one):
The file fmtutil.cnf is the central configuration file for TeX
engines. Automatic generation is recommended to make the setup
work with other TeX related packages.
To customize your setup, you should not edit fmtutil.cnf directly
but instead modify the files in /etc/texmf/fmt.d/. The generated
fmtutil.cnf will then be placed under /var/lib/texmf/web2c.
Don't accept this if you want to keep using an existing
fmtutil.cnf. Then you have to modify /etc/texmf/fmtutil.cnf
manually. REMARK: Automatic installation of some TeX components
could fail in this case.
Use update-fmtutil to automatically generate fmtutil.cnf?
That breaks the fmtutil.cnf generation. It should sit in /etc and you
have to add the entries manually. However it is more recommended to
generate it.
After adding the entries or answer the question with yes (after
calling dpkg-reconfigure tetex-bin), fmtutil (called in postin of
tetex-bin) should give you the needed formats.
Regards,
Hilmar
