It's functionality that never has existed, that never has been promised
by teTeX. That's why it's an inclusion wish.

We have yet forwarded it upstream (as recorded in the bug log at
http://bugs.debian.org/190873), but not received any answer. We usually
do not include files in Debian's teTeX Packages that are not included
upstream.

There is no copyright statement at all in the file, or in the directory
where it resides. We cannot legally distribute this file.
I would be glad if it could, and would be included in upstream teTeX. Do
you know the author? If yes, it would be a good idea if you contact him,
and ask him to add a license statement. He can take any free license,
like the LPPL or GPL, or simply put it "in the public domain", allowing
unrestricted use, distribution and modification.
