Had license problems, now it's free. It is not in tetex-beta. We could
add the files to the tetex-base tarball, or leave the decision to
TE. I'd suggest the latter (what if he doesn't include it in
tetex-3.0?) and not add it now.

Here we have two options: One is to readd caption.sty as it was, with
the effect that a) tetex-2.0.2 in Debian behaves as tetex-2.0.2
elsewhere and b) people that want to use caption.sty should update it
from CTAN. The other is to add a current caption.sty, with the
respective (dis)advantages.
I'm not decided yet, but I'm inclined to vote for the new
caption.sty. Option 1 would mean adding the following files:
tex/latex/caption/caption.sty
doc/latex/caption/caption.dvi
Option 2 means adding, from CTAN:
tex/latex/caption/caption.sty
