Babel, by default, loads only a few languages for hyphenation.
I don't see a particular reason for this, but you want to keep it that
way, I'd very much like to see some note on how to change languages.

I spent quite some time finding out I had to edit
  $(kpsewhich language.dat)
and then run
$ fmtutil --all

The best thing would be to ask what languages to install through
debconf.
