Replaces or Conflicts?
Further: tetex-extra still declares a Depend on perl-tk. That should
be swapped over to tetex-bin and (perhaps) downgraded to an
Recommend.
Remarks:
1.
tetex-bin (2.0.2-13) unstable; urgency=low
* xdvi now does no longer overwrite the XAPPLRESDIR variable, thanks to
Stephen Gildea <gildea@stop.mail-abuse.org> (closes: #21558)
[frank]
I guess you want to close #215588.
2. perhaps we should raise the urgency of both packages to medium.

I've purged the new-tetex-packages from my sarge-chroot, installed
tetex-full from woody and tried to upgrade.

I'm afraid I have to use apt or dselect. texdoctk was installed, but
not configured.
Sorry, no further contribution here.
